In recent decades, population growth and the need to provide adequate food have increased the pressure on soil and water resources. This has led to a reduction in quantitative potential of water resources and insecurity in the sustainable supply of water for various uses, including agricultural activities and the environment, as a national crisis.
    On the other hand, the creation of new competitors for agricultural water, such as urban and industrial water, has added to the complexities of water management. Meanwhile, attention to Water demand-driven management in the field is one of the important links, along with other links due to the complexity of water relations with soil, plants, climate and humans, in omprehensive water management and requires interdisciplinary work and the participation of different specialties to be able to guide farm water management as a smart package based on scientific principles.
    The existence of data related to water requirements of plants is one of the key subjects that are widely applied at different levels of agricultural water stakeholders. 
    It is emphasized that water delivery to users is volumetric and based on demand-driven, in line with the goals of consumption pattern reform in agricultural water and equitable distribution of water
